RLWL means Remote Location Waitlist. It is used for stations that have a separate quota between the train's source and destination.
RLWL confirmation is usually harder than GNWL because it depends on cancellations from that specific remote-location quota.

Yes, RLWL can confirm, but the chance is lower than GNWL. A low RLWL number like RLWL 1-5 can confirm, but RLWL 20+ may be risky on many routes.
