Waitlist Types: GNWL, PQWL, RLWL, RSWL

PQWL (Pooled Quota Waitlist) — shared quota for intermediate station passengers. Confirms slower than GNWL.
RLWL (Remote Location Waitlist) — for remote station bookings. Confirms from local cancellations only.
RSWL (Road Side Waitlist) — roadside stations. Similar to RLWL, confirms from local quota.
